Since the start of our economic downturn almost three years ago, small businesses have continually suffered from a lack of access to capital. Cut off from lenders, many businesses have been forced to lay off employees or close their doors entirely. That's why I was excited to see President Obama sign the Small Business Jobs Act into law earlier this week.
This critical legislation provides $12 billion in tax incentives aimed at stimulating financing for small businesses. I was also able to author two amendments to this bill, aimed at expanding opportunities for women- and minority-owned business:
1. An amendment to ensure that participating banks include women-and minority-owned businesses in their outreach and advertising.
2. An amendment requiring the Treasury Secretary to report to Congress the number of women- and minority-owned businesses that have been helped by this legislation.
Small businesses are the biggest job creators in the United States, and I am confident that increased lending to them will move our economy forward. I look forward to watching this bill take effect in Indiana-creating and preserving jobs and moving the 7th District towards a more stable economic future.

Military Academy Nominations
Our military service academies present young Hoosiers with not only an exceptional educational experience but also an opportunity to serve their country. I firmly believe admission into U.S. Military Academy (West Point), U.S. Air Force Academy, U.S. Naval Academy, U.S. Merchant Marine Academy, and U.S. Coast Guard Academy opens doors to individuals from all walks of life. I want to remind interested students that the November 1st deadline for the nomination process is fast approaching.
Students accepted into any one of the academies receive full paid tuition, a modest living stipend and graduate with an officer's commission in the United States military. Each member of Congress can nominate 10 applicants to each Academy every year-giving 40 students from Marion County the opportunity to pursue admission. Although receiving a congressional nomination is required for admission (except for the U.S. Coast Guard Academy), nominations do not guarantee admission to an academy. Eligible candidates are evaluated on a variety of factors including grades, class rank, standardized test scores, extracurricular activities, fitness exam and moral character.

Indianapolis Awarded $500K to Combat Sex Offenders
As a former law enforcement official, I was pleased to announce this week that the Marion County Sheriff's Department has been awarded a grant to combat and prosecute sexual predators in the 7th District. To read more, click here and here.
House Warns China Over Currency Manipulation
For far too long, China has artificially devalued its currency in order to keep its exports cheap and American imports expensive. In light of high unemployment and our rising trade deficit with China, I believe our nation can no longer afford the status quo of cheap Chinese imports and enormous trade deficits. That's why this week, I voted alongside 347 members of the House to pass the Currency Reform for Fair Trade Act. This bipartisan showing of support for American jobs and American workers will allow the President to impose tariffs on Chinese imports. This legislation sends a strong signal to the Chinese government: revalue your currency higher or face tariffs on a wide-range of Chinese goods coming into the United States. This is a major step by Congress to level the playing field for American workers, and I look forward to it taking effect soon.
